The question
How can an early-stage education programme communicate its evidence, implementation model, and route to scale with enough precision to earn funder trust?
Proposal development that connected the learning problem, intervention model, evidence base, research plan, and scaling ambition for international education funders.
Context
The organisation needed funding for curriculum development, technology, implementation support, evaluation, and partnerships. Each funder emphasised a different combination of evidence, innovation, feasibility, systems change, and scaling potential.
